List the media library

Ready files, newest first, with how many posts use each.

Requires the read scope.

Upload a file from a URL POST

Tebar downloads the file (public http/https hosts on port 80 or 443 only). Requires the write scope.

Start a presigned upload POST

PUT the file to upload_url with exactly the Content-Type and Content-Length in upload_headers (both are signed; a mismatch gets 403 from storage), then call complete. Requires the write scope.
