Rename or move a column

Create a column POST

Added on the right. At most 20 columns (422 idea_column_limit). Requires the write scope.

Delete a column DELETE

move_to is required when the column has ideas (409 column_not_empty). The last column cannot be deleted (409 last_column). Requires the write scope.
